Former Union Cabinet Minister Shri Mukhtar Abbas Naqvi today said here that Indian democracy is delivering by defeating destructive obstacles.
Addressing the valedictory session of training programme on legislative drafting, organised by Institute of Constitutional and Parliamentary Studies in New Delhi, former Parliamentary Affairs Minister Shri Naqvi said that India is a unique democracy with more than 900 languages, followers of all most all religions of the world, more than 100 food habits, more than 65 cultures, more than 45 clothing styles and a large number of atheists. Even after so much multiplicities, essence of “Ek Bharat Shreshtha Bharat” has kept the country united.
Shri Naqvi said that “Unity in Diversity” has ensured that “political adversity” does not hijack the nationalistic ideas and principles. Our inclusive culture, constitutional commitment and robust democratic values are “charioteers of success” of India.
Shri Naqvi said that if “political dissent” becomes “feudal arrogance”, it will be precarious for our Parliamentary decorum and Constitutional values.
Shri Naqvi said that Indian Parliamentary system and its vibrant democracy has become an ideal for the entire world. Despite of several ups and downs, India has proved that “democracy can deliver”.
Shri Naqvi said that despite of difficulties, Prime Minister Shri Narendra Modi has dignified the democracy by determination to delivery. Shri Naqvi said that criticism, dissent and freedom of speech are eternal strength of Indian democracy. However, we must also keep in mind that this freedom should not be misused to defame and denigrate the constitutional and democratic values. The Constitutional freedom of speech should not be allowed to become “armour of anarchy and abuse”.Shri Naqvi said that the digital era has made Parliamentary procedures across the world smooth and hassle-free. India, the world's largest democracy, is playing a leading role in this regard.
Institute of Constitutional and Parliamentary Studies (ICPS) and Parliamentary Research and Training Institute for Democracies (PRIDE) organised the training programme in legislative drafting for officials of Rajya Sabha, Lok Sabha, Legislative Assemblies of various states, various Central and State governments’ ministries from 03rd to 14th July, 2023. About 70 officials participated in the training programme organised at Parliament Library Building in New Delhi. The objective of this training programme was to provide the participants with an in-depth understanding of legislative drafting techniques and principles.
